OUR MISSION

Located in central Santa Ana, the Orange County Bar Foundation (OCBF) is committed to its mission of keeping at-risk youth out of jail, in school, healthy, and drug free through education, counseling, and mentoring.  Our goal is to reach at-risk youth early and provide long-term solutions to the obstacles they face.  This is accomplished by offering specialized services to help youth make positive and healthy life choices.  For many of the youth we serve, this includes giving them a second chance to get back on the right path.

Our Vision

 

Jim Rose understands the tremendous value of having a second chance.  He was 15 when he broke into a car one night with his friends.  After stealing some cassette tapes, Jim was confronted by a police detective later that evening.  Rather than entering the juvenile justice system, he was offered the chance to attend the Shortstop program.

It was an opportunity that changed his life forever.  Twenty-two years later, Jim still remembers his experience in Shortstop, including what it felt like to sit in the holding cell and listen to parolees talk about their time in jail.  Shortstop helped him understand the consequences of his actions and change the course of his life.  Jim is now a corporal with the Santa Ana Police Department and returns to Shortstop occasionally as an instructor.  “A lot of these kids are not bad kids,” he says. “They just screwed up, and now it’s time to get them back on the right path."

The OCBF is proud to serve over 1,100 at-risk Orange County youth like Jim each year.  Our strategic plan includes positioning the OCBF as a one-stop center for integrated prevention and intervention services that offer juvenile crime diversion, educational mentoring, health education, substance abuse treatment, and mental health services.

When it was first established in 1969, our agency was considered the philanthropic arm of the Orange County Bar Association.  Since then, the OCBF has grown into a strong, independent, 501(c)3 charitable agency.  While continuing to grow as an independent charity we have maintained support from the legal community while fostering long-standing partnerships with law enforcement, health care, education, government, and social service agencies.

The OCBF is fiscally sound, with a strong governing board of 40 directors and administrative costs that have been streamlined to less than 11%.  We maintain highly skilled bi-lingual, bi-cultural staff and continue to be recognized for strengthening Orange County youth and families through our unique, award-winning programs.

Promoting Safe Youth
Our experience working with troubled youth has shown us that criminals do not just appear at age 18; they often start with anti-social or delinquent behaviors in their teenage years. As we've worked with at-risk youth, we have found that early intervention, family participation and community involvement are critical to the long-term success of our programs in reducing juvenile delinquency, substance use and recidivism of crime
SHORTSTOP

Not surprisingly, studies show that when youth have contact with the juvenile justice sytem they are much more likely to face incarceration as an adult.  In fact, 69% of youth probationers in Orange County go on to break the law again. Clearly, the key to stopping patterns of criminality from extending into adulthood is early intervention.

For over 30 years, Shortstop has provided an alternative to incarceration by offering youth offenders the opportunity to attend diversion services in place of formal prosecution for first-time, minor offenses. Through Shortstop, youth are given the chance to learn from their mistakes and move forward in a positive direction, without serving jail time or having a criminal record. This wake-up call has proven to be extremely successful, as over 90% of the youth offenders that complete Shortstop do not recidivate for at least a year.

STOP SHORT OF ADDICTION

Stop Short of Addiction is a state-certified substance abuse program that works with youth drug offenders.  Based on our successful Shortstop model, Stop Short of Addiction provides an alternative to detention and intensive legal education, while also providing youth and parents with group-level substance abuse treatment.

Why would 95% of the parents we serve recommend Short Stop of Addiction to another parent?

  • 82% of our youth are successfully diverted from the legal system for at least a year.
  • 67% of our youth remain drug free for at least six months after completing the program
  • 88% of participating parents report increased knowledge of drugs, addiction and the legal aspects of substance abuse.
YOUTH TRANSITIONAL INTERVENTION PROGRAM . . .
was initiated to address the high recidivism rate of Latino youth offenders in Orange County.  This unique reentry program helps substance-abusing Latino offenders to transition successfully out of detention as they reestablish themselves in their homes, schools, and communities.  Services extend for up to 11-months, and focus on preventing recidivism, treating substance abuse and improving conduct, school performance, and family bonding.
Promoting Healthy Youth
CHICAS CON FUERZA

In partnership with Santa Ana schools and community-based agencies, Chicas aggressively tackles the risk factors associated with STD/HIV infection and substance abuse. Chicas provides nine months of after-school services to Latinas, ages 11-14, in Santa Ana that offer mentoring and interactive education on women's health, pregnancy, STDs and HIV/AIDS.  Youth are also taught valuable life and coping skills to prevent the risk of gang involvement and substance use.

MADRES UNIDAS . . . This is a specialized program that offers Latina mothers and their daughters eight weeks of evidence-based Brief Strategic Family Therapy, followed by five weeks of health education sessions. Services are designed to prevent substance abuse, while also promoting:
  • Ethnic and gender pride
  • HIV/AIDS and STD health education and risk reduction
  • Assertiveness training and coping skills
  • Free on-site HIV testing and health care linkages

is a 14-week intervention targeting Latinas, 26-50 years of age, that have adolescent daughters.  Madres works to reduce the risk of HIV infection among these women and their family members.  This free program provides mothers with communication techniques to address alcohol and drug use, as well as early sexual activity, STDs and HIV infection.

Promoting Educated Youth
HIGHER EDUCATION MENTORING . . .

provides low-income Latino high school students with the academic, social, and financial support needed to graduate from high school and succeed in college. This is accomplished largely through the support of Latino college-student mentors, who are the voice of encouragement that says, "If I can do it, you can do it!"  And indeed they do.  Not only do all of the youth we serve go on to attend college, but 85% of our students precede straight to four-year universities.

But I wasn't sure how to get there or what steps I would need to take. Higher Education Mentoring took me step by step through the college preparation and application process. It pushed me to strive for a better future that includes a college degree and well-paying career."

PROJECT SELF

With the goal of investing in tomorrow's leaders, Project SELF (Summer Employment in Law Firms) provides low-income, minority high school juniors with paid, hands-on summer internships at local law firms and businesses.  Project SELF works to reduce the risk of juvenile delinquency by providing youth with positive alternatives for spending their summers, access to professional and career environments they would not otherwise be exposed to and the support of positive adult mentors.

At the Orange County Bar Foundation, we are proud of our long history serving at-risk youth and their families.  As we do so, we continue to seek private and public funds to support the valuable youth programs that we have sustained for over 30 years.
